Seperate blocks in /admin/features. (#5345)

* Seperate blocks in /admin/features.

Its hard to distinguish between blocks of settings in the features page. Its
useful to clearly mark the blocks belonging together.

* Also try to separate items for other themes.

* Make sure separate settings boxes work in all themes.
